ENVIRONMENT COUNCIL ORGANISATION AND RUNNING

HUMAN RESOURCES

Along the year 2004, there was no significant change in Human Resources. One staff was hired, therefore, the total number of staffs was up to 22. The staffs' allocation according to their professional position and type of contract, is presented in the following two tables:

FINANCIAL RESOURCES

Table 4 presents a comparative map of the financial allocation of resources in the past 2 years.

A. Private Budget
The initial financial allocation for 2004 amounted MOP 13,130,000.00. The surplus from 2004 amounted MOP 873,840.30, which was included in the supplementary budget. Hence, the total income originated from the private budget for 2004, was MOP 14,003,843.30.

The total income for 2004 amounted MOP 14,005,321.43.

The final financial allocation increased 3.40%, from 2003 to 2004.

In reference to the final budget, the executive rate of Private Budget has been up to 78.9%.

B. Administration's Investment and Development Expenditure Plan (PIDDA)
In table 4, it is shown the total financial allocation of PIDDA for year 2004, which amounted MOP 3,164,000.00. The executive rate reached 74.6%, which is above that of 2003.

GENERAL COUNCIL MEETINGS

Along the year 2004, the General Council gathered 4 times in normal sessions.
1st meeting - 17th February Discussion and approval of the Action Plan for 2004 and the Report on the State of the Environment of Macao 2003
2nd meeting - 29th March Approval of the Management Account pertaining the economic year 2003 and the 1st supplementary budget for 2004
3rd meeting - 8th July Approval of the Private Budget for 2005 (and discussion on PIDDA preliminary version for 2005)
4th meeting - 11th November The process of Macao Special Administrative Region (MSAR) candidacy to the United Nations prize "Champions of the Earth" and opinion on the renewal of nomination by terms of the Executive Committee's members

ROUTINE ACTIVITIES

The Executive Committee of Environment outlines its routine activities on 2004

1. Administrative activities:

  • management of financial and human resources;
  • maintenance and update of Environment Council Website;
  • General Council meetings;
  • establishment of regular contacts with other entities, etc.

2. Technical activities:

  • collection of opinions on environmental protection field;
  • handling and transfer of environmental complaints;
  • providing opinions and technical supports upon requests from other entities;
  • inspections request to other competent entities for licensing;
  • providing opinions on the imports and exports of ozone depleting substances;
  • non-periodic analysis on sulphur content of the commercial light diesel for vehicles, according to the Executive Order no. 49/2000;
  • collecting data of environmental noise in Macao;
  • study on the sources of coastal water pollution;
  • maintenance and update of data from the Environmental Geographic Information System.

The smooth running and performance of Environment Council depends on the cooperation and hardworking of all staffs.
Apart from the current activities, it is still set apart the following:

  • Promises in Services - implementation continuity to the promises in 3 types of services provided by Environment Council.
  • e-Macao - Environment Council participated in Public Administration and Civil Service Bureau (SAFP) training programme on e-Macao (electronic government).
