PREFACE

Due to the liberalizing of gaming industry and the dramatic increase of travellers to Macao, rapid economic development is led. While the flourishing development positively affecting the citizens' living condition improvement on one hand, it brought pressures to a certain extent on the environment on the other hand.

As an entity having the scope on protecting the environment, the Environment Council has always been devoted in response to different environment related challenges, especially in the policy address for the year of the Macao SAR Government.

Therefore, Environment Council planned and launched activities in order to operate in coordination with the major issue of environmental scope of the policy address 2005.

Reviewing the function and structure, reorganizing the council and drafting relevant bills were the working plans for 2005. Furthermore, in consideration of the future needs of the Environment Council, renovation work of the facilities in the new office was carried out as well.

The scope of environment covers many areas. In order to achieve certain targets, it was necessary to establish a set of corresponding regulation framework. In 2005, Environment Council gradually studied the existing regulations, as well as adjusting some of the regulations.

At the same time, according to the policy address, the Environment Council had also carried out several environment studies including continuous monitoring of environmental noise as well as carrying out studies on the fixed air pollution source, water pollution and hazardous waste, etc.

With the increase concern of the community towards environmental problems, Environment Council also concentrated on the different promotion work especially for youth in 2005. Because building a better environment, Macao relies on youths.

Currently Macao is facing many similar environmental problems as in the neighbouring regions because of her similar geographical position and regional characteristics. Thus we need to cooperate closely with the environmental responsible departments with the nearby regions. Furthermore, there are also some global environmental problems or problems similar to other countries in Macao, thus the Environment Council also devoted in as well as at the regional and international level, Joint-Liaison Group for the Guangdong Province and Macao SAR.

In regarding to the cooperation with Mainland, Guangdong and Macao had enhanced the cooperation in treatment of organic liquid waste in 2005 through Joint-Liaison Group for the Guangdong Province and Macao SAR Environmental cooperation. "Pan Pearl River Delta (PPRD) Regional Cooperation Framework Agreement" had been signed. Macao Environment Council co-organized Exhibition on Environment Industry Cooperation in the Pan Pearl River Delta. In addition, The Mainland, Taiwan, Hong Kong and Macao Environment Forum  Environmental Protection Technology and Industry was held as well. Furthermore, Environment Council and South China Institute of Environmental Sciences of State Environmental Protection Administration of China carried out cooperatively the study of hazardous waste management in Macao. In regarding to the international cooperation, Environmental Council continued to maintain the multiple year cooperation relationship according to the agreement signed with the Institute for the Environment of Portugal.

The following report reviews the activities organized by Environment Council in 2005.
