ENVIRONMENT COUNCIL'S ORGANIZATION AND OPERATION
Human Resources
Until the end 2005, there was a small change in the human resource in the Environment Council. 3 staffs in the scheme were added so that the staffs in the scheme were increased to 4, meanwhile, 2 staffs resigned and 3 staffs entered. Thus, the number of staffs of Environmental Council was increased from 22 to 23. There were changes in the distribution of both professional groups and types of the scheme. Please refer to the following tables 1 and 2 for details:

Financial Resources
Table 4 presents a comparative map of the financial allocation of resources for Environment Council in the past 2 years:

1. Private Budget
The initial financial allocation for 2005 of the Environment Council was MOP 16,155,000.00. The surplus from 2005 amounted MOP 2,844,858.47, which was included in the reserve fund. Hence, the total income of the private budget for 2005, was MOP 18,999,858.47.
The total actual income for 2005 was Mop 19,008,071.47.
The final financial allocation increased 35.7%, from 2004 to 2005.
In reference to the final budget, the executive rate of Private Budget has been up to 76.4%.

2. Administration's Investment and Development Expenditure Plan (PIDDA)
In table 4, it is shown the total financial allocation of PIDDA for year 2005, which amounted MOP 4,209,000.00. The executive rate reached 74.6%, which is above that of 2004.

Three General Council Meetings were convened in 2005

Routine Activities
The 2005 Executive Committee of Environment Council outlines its routine activities on 2005, included:
1. Administrative activities
- Management of administration, financial and human resources;
- Maintenance and updating of the Environment Council homepage;
- General Council Meetings;
- Building connections with other entities.
2. Routine technical activities
- Collecting different opinions on environmental protection;
- Handling and transferring relevant complaint cases;
- Providing technical advice and assistance to authorized entities upon request;
- Performing inspection activities upon request from licensing organisations;
- Providing advice on import/export of ozone depleting substances;
- Executing the Executive Order 49/2000 to perform non-periodic sampling and analysis on sulphur content of the commercial light diesel for vehicles;
- Monitoring the environmental noise in Macao;
- Maintaining and updating the Environmental Geographical Information System;
- Assisting in the implementation of International Conventions of environmental protection.
3. Other activities included:
- The studies on environmental aspects in 2005 includes:
- Study on coastal water pollution sources;
- Study on fixed air pollution sources;
- Study on hazardous waste.
- Renovation work in the new office of Environment Council.
- Service commitment - Environment Council continued the promotion of three service commitments;
- "e-Macau" - Participation in "e-Macau" training programme organized by the Public Administration and Civil Service Bureau (SAFP).
Environment Council continued the concept of keeping communication with different entities in 2005, and organized a series of joint activities with various bodies and organizations (such as: Earth Day, World Environment Day and application for the Champions of the Earth Award) in order to enhance the environmental awareness and the preserving and utilizing natural resources.
Due to constraints of human resources, the smooth running and performance of Environment Council depends on the cooperation and hardworking of all staffs.
