ADMINISTRATION'S INVESTMENT AND DEVELOPMENT EXPENDITURE PLAN-PIDDA 2005-OF ENVIRONMENT COUNCIL
Administration's Investment And Development Expenditure Plan - PIDDA 2005 - of Environment Council included: continuing monitoring of the environment (continued to monitor the noise); managing and maintaining the ecological zone; researching (non-periodical research programme); special programme (periodical programme); and facilitating the new office.
Environmental Monitoring
Environmental Noise Monitoring and Automation Network
Environment Council continued to carry out the work for "Environmental noise monitor network programme". Till the end of 2004, there were four fixed environmental noise monitoring stations at Av. de Horta e Costa, Macao Peninsula (Road Traffic Noise), Rua de Braga (environmental noise), Av. Venceslau de Morais station (industrial, commercial and residential mixed noise) and Rua Correia da Silva station in Taipa, which began operation in 2005 (environmental noise). The purpose of this programme was to monitor the road traffic noise 24 hourly through the automatic network.
In addition, Environment Council also performed preventive maintenance work regularly to the monitoring network and the monitoring stations, as well as publicized the relevant monitoring data.
Management and Maintenance of Ecological Zones 1 and 2 in Cotai
Environment Council continued to entrust a consultancy company to take care of the management and maintenance work for Ecological Zones 1 and 2, so as to regularly monitor and maintain the environmental condition of the ecological zones, and give reference for future management basis.
In addition, whereas there was avian influenza virus bursting out in the neighbouring regions, a set of Avian Influenza emergency mechanism was established.
Studies
Study on fixed air pollution source
Study on fixed air pollution source was developed in 2004, and the first stage research work was carried out in 2005, mainly collecting chimney information form Areia Preta (industrial area).
Study on Hazardous Waste Management in Macao
Environment Council entrusted South China Institute of Environmental Sciences of the State Environmental Protection Administration of China to conduct a relevant study in Macao. The study work launched in 2004 and completed in the end of 2005.
The purpose of this study was to search relative information for the analysis of handling, managing and disposal of hazardous waste in Macao, so as to cope with the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal.
Study on Coastal Water Pollution
Environment Council and the Macao Water Supply Company, Ltd. completed the study of the pollution source in inner and outer harbours. Pesticides substance in inner harbour water body and heavy metals content in outer harbour water body were inspected respectively.
Special Project
Compilation of Report on the State of the Environment of Macao - 2005
Report on the State of the Environment of Macao is the tool to reflect the Macao environmental condition. Just as in the past, the report was compiled jointly with the Institute for the Environment of Portugal. It was the first time that DPSIR (Driving Force - Pressure - State - Impact - Response) framework for more detailed analysis of the Macao's environment.
Propaganda and Incentive Activities
Environmental Management Project ISO 14000
The book Green Hotel was completed by Environment Council with assistance from Hong Kong Productivity Council, and was published in Chinese and English versions.
Environment Council expected the publication of Green Hotel would help the hotel industry to future raise their environmental performance. The Council also hoped that the win/win approach of environmental protection and profit making would motivate the industry to more positively find environmental measures that could match their business developments.
Facilitating the New Office
In consideration to the future structure reorganization and the insufficient office space of the Environment Council, the Council has rented an office with larger area, so as to renovate and facilitate the new office, and made new acquisitions such as purchasing furniture and information appliances, etc.
